5.4 Emergency Measures and Resuming
 
 The "Inspection of the Facility and Equipment (partly by substitutes) " means for some of the inspection items it is permissible to entrust substitutes. Thick or thin lines surrounding each terms mean serious or slight from the standpoint of radiation protection. " Prohibition of Entry " means no one is allowed to enter the facility, and it is a situation that needs emergency steps immediately. On the other hand, " Restrictions of Entry " means permitting the entrance to some part of the facility or allowing only repair workers to enter. " Emergency Measures " during the facility's suspension are different from the usual operation.
 There is the problem of consulting with a specialist trader, negotiations, costs, and so on, as facility is restored. After a major earthquake, a lot of damage occurs and restoring the materials and retaining engineers becomes difficult as compared with normal conditions. It takes a long time to restore facilities after a major earthquake.
 The radiation using facility inspection report after the earthquake will be reported within 'the periodic management report of radiations'. If an emergency situation is occurs, of course, they must report it immediately. In the case of this earthquake, the Science and Technology Agency made contact with radiation using facilities located in the regions where the damage was large to collect information. At the same time the facilities contacted the Science and Technology Agency to report the damage conditions. The information from these facilities such as "No damage to report" is important.
 Inspecting the facility and confirming the equipment's operation will be needed when resuming use of the facility.
 Considerations as to emergency measures and the reoperation of the facility are detailed in the following table. These categories are chosen from the result of on-site surveys, and questionnaire replies.
 
 The figure shown below is a flow diagram which shows the occurrence of an earthquake, inspection of the facility, repairing, confirming of the operation of equipment.
